A new video surveillance system "Safe City" has been presented in Lutsk

On 12th of November a new video surveillance system "Safe City" was presented in the Department of Municipal Guard. The project started five years ago, but it has been actively implemented for the last three years.

Yuliia Syrotynska, the Director of the Department of Municipal Guard, told that the system was created on the basis of the Department's own fibre-optic network, which makes it independent of any network providers’ resource and makes it possible to develop the system according to the needs of the city. The video surveillance covers the territory of the 55th subdistrict of the city, the Lesya Ukrainka Central Park of Culture and Recreation, entrances and exits of the city, as well as the main transport interchanges. In total 259 cameras have been installed in Lutsk. 75 of them are equipped with the Automatic Identification System of the vehicles’ state license plates. It is planned to increase the number of cameras.

The cameras will be monitored by inspectors-dispatchers of the Lutsk Security Center of the Department of Municipal Guard. High-definition videos will make it possible for the inspectors to detect the smallest details of an image.

Valeriy Kleban, the scientific consultant of the “Safe City” projects, underlined that Lutsk project is one of the most successfully implemented among other projects realised in Ukraine.

There are plans to create a crisis centre on the basis of the Lutsk Security Center, which will operate similarly to such centres in most European cities. This will enable the inspectors on duty to quickly send messages to all relevant services.

"Today, even in the developed European countries, we can see a dangerous global trend, when events, that threaten people's lives and health, take place. The video surveillance system “Safe City” will significantly reduce crime rates and contribute to a faster investigation of road accidents, prevent acts of vandalism of private and communal property, facilitate police work in case of car theft, etc. We are working both with the police and the Security Service of Ukraine to make this system efficient and use it to its fullest potential. Of course, we will continue to install cameras in all districts of the city to achieve high density and maximum efficiency”,- said Ihor Polishchuk, Advisor to the Mayor.
