Lutsk and Chelm jointly improve the safety of road infrastructure in the cross-border region
There is almost a year since a joint project “Improving the safety of cross-border road infrastructure of Chelm and Lutsk” within the Cross-border Cooperation Programme Poland-Belarus-Ukraine 2014-2020 has started in Lutsk and Chelm.
In Lutsk, the project activities have become a part of the implementation of a large-scale city’s strategy for improving its road and transport infrastructure.
Thus, in 2019, the reconstruction of the street lighting on Rivnenska Street which is one of the most important transport arteries of the city was completed. New energy efficient LED lamps were fixed on 383 lights and new poles were installed in the sidewalks. The total length of the upgraded street lighting network is over 11 km. The next step is the reconstruction of the street lighting on another important street of Lutsk — Koniakina Street, where on 246 street lights the LED lamps are going to be installed with replacement of lighting poles on several adjacent streets.
Road reconstruction of the half-kilometer section of Rivnenska street (from Zadvoretska street to Kuprina street) is due to finish soon.
In 2019, the contractor repaired the base course of the roadway, reinforced the roadbase in the area of 3 public transport stops, laid out the pavement on the most of adjacent sidewalks and cycle lane.
At the beginning of April 2020, the asphalting of the surface layer of the road was carried out.
By the way, after putting Lutsk into quarantine it became much easier to carry out the road works as the private traffic in the city is significantly restricted and public transport is banned completely.
By the end of April, the contractor plans to finish paving sidewalks and complete marking both the roads and cycle lanes. The landscaping of this area is going to be done.
One of the most important infrastructure works under the project implementation is the replacement of 40 traffic lights in Lutsk. Works have been conducted since October 2019. Currently, the works on 22 traffic lights are under way, where 10 of them have already been completed. An important phase of the works was a renovation of the premises for the City Traffic Management Center. Once the project is completed, the center will conduct remote traffic lights control. For this purpose, modern computers with specific software will soon be placed there.
The Lutsk city authority, together with its partner, the Administration of the City of Chelm, is conducting research into modern approaches to road safety. Establishment of crossborder transportation safety platform, which will develop an integrated traffic management system in Lutsk, is the important element of the project. It will be the basis for all further decisions of the Lutsk city authorities in the field of safe road infrastructure development.
