The delegation from Lutsk City Council visited the Lippe District (Federal Republic of Germany) to exchange experience
During November 20-23, 2018 the delegation of our city headed by the Secretary of Lutsk City Council, Acting Mayor, Hryhorii Pustovit visited the partner Lippe District of the Federal Republic of Germany.
The visit took place in the framework of the project “New opportunities for international cooperation through active exchange of experience”. The project is funded by the Federal Ministry of Economic Cooperation and Development of Germany through non-profit LLC ENGAGEMENT GLOBAL gGmbH / Service Agency Communities in One World in the framework of the program "Partnership with the Cities of Ukraine" and the project "Quick Start – Ukraine".
The delegation from Lutsk also composed of Director of the Department of Economic Policy of Lutsk City Council Oleksandr Ozinovych, Director of the Department of Housing and Communal Services Yurii Kras, Deputy Director of the Department of Lutsk Centre for Administrative Services Delivery of the Lutsk City Council Vasyl Sarai, Deputy Head of International Cooperation and Project Activities Department, Head of the Devision of International Relations Anna Vintsiuk, Deputy Head of the Department of Software and Computer Support, Head of the Department of Information Technologies Nataliia Khmel, Chief Inspector of the Section of Analytical and Informational Technologies of the Department of Accounting and Analytics of Municipal Guard Viktor Denysiuk, Director of Lutsk Special Communal Transport Enterprise "Lutskspetskommuntrans" Valerii Kuzmych, Head of Waste-Sorting Center of Lutsk Special Communal Transport Enterprise "Lutskspetskommuntrans" Sergii Andrievskyi.
For the participants of the visit, partners from Lippe District prepared a rich program. The most significant was the meeting with the Head of the District - Landrat Dr. Axel Lehmann. The parties outlined areas of cooperation between the Lippe District and Lutsk for the coming years, expressed their vision of the future joint initiatives.
Within the framework of the visit, the delegation from Lutsk got acquainted with the structure of the Administration, with the Strategy of sustainable development of the Lippe District until 2025. A report was presented on the governance system in the federal state of North Rhine-Westphalia, which includes the Lippe District. German colleagues talked about the cooperation of the administrative units of the District, outlined the opportunities and examples of involving citizens in the process of District management.
A significant attention during the visit was paid to the issue of waste management. The delegation from Lutsk visited a landfill covered with solar panels, learned about the technology of treatment of wastewater, which is being collected under a preserved landfill. Representatives of Lutsk visited a large waste sorting plant and two composting plants.
Another block of visits concerned the issue of information and communication technologies. The delegation from Lutsk was told about introduction of processes of digitalization in the Administration of Lippe District. They were acquainted with projects aimed at encouraging the citizens of small settlements of the District to use digital technologies and innovative solutions. Representatives from Lutsk visited the Digital Technology Implementation Center in Lemgo, where they were told about the achievements in this area and the operation of the "real laboratory of a smart city," in which students develop and test digital technology solutions for use in industry.
Partners from the Lippe District organized for Lutsk delegation a visit to the Control Center, where the latest technologies are used to ensure the coordinated work of medical and fire services and prompt response in case of emergency and crisis situations in the Lippe District.
At the end of the visit, Acting Mayor, Hryhoriy Pustovit, paid tribute to Professor Karl-Hermann Krog laying flowers at the burial place of his ashes. Due to Professor Karl-Hermann Krog friendly relations between Lippe District and Lutsk were established
