Housing and communal economy representatives attended the conference within the international project

On 29 January 2015 an international conference within the project “The growth of municipal services as a part of well-balanced development of Polish – Ukrainian borderland cities” took place in Chełm (Lublin Province, Poland). The Project is co-financed by the European Union funds under the Cross-border Cooperation Programme Poland-Belarus-Ukraine 2007-2013. Officials of the Housing and Communal Economy Department, Transport and Communication Department of Lutsk City Council and heads of Lutsk communal enterprises participated in the conference.

Delegation from Ukraine arrived in Chełm the day before, on 28 January. On the same day the conference organizer, Euroregion Bug Local Governments Association, provided an excursion to the Recycling Plant for Lutsk delegation. Lutsk participants were deeply impressed by modern sorting lines and experience of Polish colleagues in waste management.

The conference was held the next day and was opened by the Head of the Euroregion Bug Local Governments Association Magdalena Fotek-Kulak. She greeted the participants and expressed hope for fruitful cooperation. Subsequently, the project coordinator Halina Grabarchuk outlined the basic objectives planned to be implemented within the project. Zenon Kiczka, Head of the Local Economy Committee of National Economic Chamber in Warsaw  shared his experience in the public utilities management in the EU-countries. Leshek Burakovskyi, Vice-President of the Euroregion Bug Local Governments Association, spoke of the use of traditional and alternative energy sources in communal services.

Deputy Executive Director of the Association of Ukrainian Cities Oleksandr Mazurchak spoke of the Ukrainian realities in the realm of housing and communal services. Lutsk Deputy Mayor Taras Yakovlev highlighted the state of economy and communal services of our city. Chełm Vice President Yuzef Gurny described the organization of communal services and the role of European funds in the infrastructure modernization and communal services improvement in Chełm.

After the end of the conference all participants had a chance to communicate, discuss opportunities for cooperation and forging connections between Lutsk and Chełm communal services and outline a future plan of project implementation "Utilities improvement as a part of sustainable urban development in the Polish-Ukrainian border areas".
