Lutsk City Mayor Mykola Romaniuk was presented with Memorandum on mutual understanding within the project “Municipal energy reform in Ukraine”
Lutsk Mayor Mykola Romaniuk participated in the ceremonial opening of the project “Municipal energy reform in Ukraine”, which took place in Kyiv.
The project will be realized by a few Ukrainian cities with the support of USAID. Lutsk is among these cities. The choice of cities was based on the previous experience of realizing various international projects, including power saving, cooperation with credit institutions, where energy management is under special attention.
Manager of the project “MER in Ukraine” Bill Tucker, Associate Administrator of USAID (Washington) Mark Feierstein, Head of the mission USAID Ukraine Jed Barton, city mayors and deputy mayors from 17 partner cities of the project, project supervisors and energy managers, representatives of Association of Ukrainian Cities, “Energy Effecive cities of Ukraine” Association, Bulgarian agency EnEffect, “Optimenerho” LLC and “Arnika” LLC took part in the ceremonial opening of the project.
Volodymyr Hroisman, Ukrainian Vice Premier, Minister of Regional Development took the floor with the welcoming speech.
Today, the official presentation of the beginning of cooperation between the chosen participant cities of the project “Municipal Energy Reform in Ukraine” and official signing and ceremonial presenting of Memorandums on mutual understanding as for the cooperation within the framework of technical help have taken place.
Bill Tucker, the head of the USAID Project “MER in Ukraine” has presented such Memorandum to Lutsk City Mayor Mykola Romaniuk.
We will remind that in 2014 Lutsk became one of the winner cities of the project “Municipal Energy Reform” in Ukraine (MER), basic task of which is increasing power safety of Ukraine. The total budget of the project is $13.5 million.
USAID MER project will provide help in:
teaching specialists responsible for power saving;
holding seminars about realization of projects to increase power efficiency, energy management and preparing investment projects;
improving the existing system of energy management;
attracting investments for the realization of measures, fixed in the Action Plan for constant energy development of Lutsk till 2020, as well as preparation of bookkeeping about the results of the Plan realization.
preparing applications for receiving funds from international financing institutions;
preparing business-plans, technical and economic argumentations, technical documentation for attracting investments to the power efficiency;
help in the development of technical specifications and tenders according to the rules of international financial organizations;
conducting energy audis of the municipal systems and budget institutions;
organization of information campaigns, focus-groups and surveys, trainings for the publicity and apartment blocks joint owners associations in order to inform about power efficiency and using alternative energy sources.
